locally saved resources are loaded again

      1. Upload a PDF bigger than 20MB in a course.
      2. Download and open the PDF. Check that the local PDF is opened (in browser and iOS you can easily see the URL, in Android it depends on the application used).
      3. Now perform a PTR in the resource index page (where the Open button is).
      4. Click to open the file again. Check that the new app or window is opened almost immediately (inside this new app or window, the file could take a while to be loaded).

      Hi,

      in my demo course I have some resources to show that they are usable offline. When my iPad is offline everything looks fine. There is a text page with an embedded locally saved film, a file resource with a big pdf document and a folder resource with some subfolders and files in it. All resources are shown very fast in offline mode.

      I found that it takes very long time to open the files when the iPad is online. To open the pdf document "Raspberry Pi Projects Book v2" takes 4 minutes. https://www.raspberrypi.org/magpi-issues/Projects_Book_v2.pdf ... I took this book as an example because it's free and creative commons and someone can read it when he does not like my workshop.

      The document has 204 pages, 46 MB, and it's save locally in the moodle website as you wrote in the documentation for "mobile friendly moodle courses". I think the file is reloaded from the moodle website again but the document was not changed on the website ... and that 's not a good idea.

      In my school we have an internet connection with only 16 megabits/s for more than 1500 persons. Everybody must switch of his internet connection to get the preloaded resources from the mobile app. And he has to switch on the internet connection to look into online resources like a database or a feedback. This will not work!
