This issue added some styles on messages that explain the page is empty. I.e empty notifications page. Testing should explore all of them and ensure it looks ok. If an empty state without styling is found test can be failed. Lists of empty/zero states: User badges page (from profile) without any badge. Side menu calendar without events (using filter). Empty course competencies and course  learning plans. Empty file  or shared file list. Empty frontpage (should not be shown ever). Empty course grades. Empty contact list (from messaging). Empty discussion (from messaging). Empty discussion list (from messaging). Empty submission list (from assignment). Empty folder (from folder activity). Empty forum (no discussions).
