Testing Instructions:
1. Install the app in a Windows 10 device.
2. Start the app and minimize it.
3. Start the app again (using the start menu) and check that the app is restored and brought to the front.

In Windows (and maybe in other desktop OS), if the user launches the app again while it is running in background, the app remains in background.
