Steps to reproduce:

In the gradebook, override a grade of an assignment.
Access the assignment in the app as a teacher.
Go to the submission of the student and open the grade tab.
The grade is displayed and is editable, there is no warning it is overridden in the gradebook. If you try to change it, no error is shown and the new value is ignored.

MDL-63396 WebService gradereport_user_get_grade_items should indicate if grade was overridden, locked, etc.
