SCORM: support new option to force new attempts

      1. In web, login in a Moodle 3.5 as teacher and create 3 SCORMS with unlimited attempts and different Attempts management > Force new attempt: one with "No", another one with "Always" and the last one with "When previous attempt...".
      2. In the app, login as a student, open the SCORM with the setting set to "No" and finish an attempt.
      3. Go back to the SCORM entry page and check that you see a checkbox to force a new attempt.
      4. Click "Enter" with the checkbox disabled, go back and check that no new attempt was created (in the list of attempts). Do the same with the checkbox enabled and check that now a new attempt was created.
      5. Now go to the SCORM with the setting set to "When previous attempt...". Open the SCORM, do something but don't finish the attempt.
      6. Go back to the SCORM entry page and check that there is no checkbox to start a new attempt.
      7. Continue the attempt, finish it and go back. Check that no new attempt was created when you continued the attempt and check that there is no checkbox to start a new attempt.
      8. Now Enter the SCORM again, do something and go back. Check that now a new attempt was created.
      9. Now go to the SCORM with the setting set to "Always". Open the SCORM, do something but don't finish the attempt.
      10. Go back to the SCORM entry page and check that there is no checkbox to start a new attempt.
      11. Click to enter again and check that you're at the start of the SCORM again (you didn't continue the attempt). Go back and check that a new attempt was created.
      12. In web, login in a 3.4 site (or older) as teacher and create 2 SCORMS with unlimited attempts and different Attempts management > Force new attempt: one with "No" and another one with "Yes".
      13. Repeat the steps 2-8 with this site. "Yes" is the equivalent to "When previous attempt...".

      Moodle 3.5 adds a new option to the SCORM setting "Force new attempt" called "Always".  This creates a new attempt when entering the SCORM even if the last attempt was not completed.
