Assignment Submission not working while offline

      This issue only needs to be tested in 1 OS.

      1. In web as admin, create a new assignment with onlinetext and files submission.
      2. In the app, login as a student and open the course (don't open the assign yet).
      3. Enable download options and download the assignment.
      4. Once it finishes, go offline and check that you can open the assign and add a new submission in offline.

      The mobile app is advertised to support Assignments while offline (see https://docs.moodle.org/35/en/Moodle_app_features). But when a user attempts to create or edit a submission in response to an Assignment while offline they get an error "There was a problem connecting to the site. Please check your connection and try again."
