Quiz: Student can always review an attempt if he's reviewed it in the past

This issue needs to be tested in a site with  MDL-65274 integrated. You only need to test this issue in 1 device. Create a new quiz. In "Review options", disable all the options except the ones in "Immediately after the attempt". Add at least 1 question in the quiz. In the app, attempt the quiz and finish it. You'll be sent to the review page. Go back to the quiz entry page and click the attempt you just finished. Check that you see a button to review it. Go back to the quiz entry page and wait 2 minutes. Click the attempt you just finished. Check that you see a message saying you are not allowed to review the attempt.
