Accessibility - Page through course page tabs

      1. Open Moodle mobile app, and login to a Moodle site

      2. Open a course which have more than 6 tabs on course header

      3. Press > button

      => Should slide to the next page (if you can see 3 tabs, it should slide to the next 3 tabs)

      4. Press < button

      => Shoud slide to previous page  (if you can see 3 tabs, it should slide to the previous 3 tabs)

      If there are not enough tabs to move a full page, you should move as far as the first or last tab, depending on the direction you are moving.

      5. To test the bug on comment: swipe right to left over the last tab, then press < button

      => Should slide to the previous page on the first pressing

      At the moment, the sub header navigation moves one section header at a time when using the < or >. We would like to change this so the > takes you to the next page worth of menu options, not just one section header.  
       
      So for example, as the moment, on a device that shows 3 headers in the sub header, it takes 4 taps of the > to find search. By the > tabbing by page instead, it would take 2 taps. 
       
      This improvement can help people who are using accessibility mode (voice over or talkback) because they can not wipe left/right on the sub header navigation.
       
      When viewing a course page with more tabs than display on the page, pressing > should move one "page" of tabs, so if you can see 3 tabs, you should see the next 3.  Pressing < should move to the previous 3.
       
      If there are not enough tabs to move a full page, you should move as far as the first or last tab, depending on the direction you are moving.
