Support disabling H5P offline in the app

      This issue only needs to be tested in 1 device.

      1. In a site with MDL-67237 applied, go to Site administration > Mobile features and disable "View H5P content offline".
      2. In that same site, create a label and put an H5P package in it.
      3. In the same course, create a page and put an H5P package in it.
      4. In the app, login in that site.
      5. Go to the course. Check that you see the H5P "placeholder" in the label and it doesn't have any download button.
      6. Show download options (using the top right menu).
      7. Click to download the page that has the H5P package. Check that you see an error saying that you cannot download H5P packages.
      8. Open the page. Check that you see an error saying the download failed and you cannot download H5P packages. Check that you see the H5P "placeholder" in the page and it doesn't have any download button.
      9. In the site as admin, enable the feature again.
      10. Restart the app. Check that now you can download H5P files and the page.
