Make resource warnings less intrusive

      This issue only needs to be tested in 1 device.

      1. In web as admin, disable "View H5P content offline".
      2. In the app, go to MM Dev Testing > H5P.
      3. Open the page "H5P Page". Check that you see a warning at the top saying that H5P cannot be downloaded.
      4. Leave the page, go offline and open it again. Check that you see a warning at the top saying there was a connection error.
      5. Go online and go to MM Dev Testing > Resource: Page.
      6. Open the page "Different videos". Check that no warning is shown.
      7. Leave the page, go offline and open it again. Check that no warning is shown.
      8. Repeat steps 2-7 with books: "H5P > Book with H5P" and any book in "Resource: Book" section.

      Right now, if a secondary file download fails when opening a module (book, page, imscp, mini-site resource) we display a popup but the resource can still be used (maybe with a limited usage). We should make this warning less intrusive.
