Switching landscape<>portrait can cause inconsistent displayed tabs at larger text size

      1. Increase the text size to largest in App Setting
      2. Go to a course page (e.g. 'Digital literacy' course on school.moodledemo.net)
      3. Leave the first tab selected ('Contents')
      4. Use landscape mode and observe that a reasonable number of course tabs are displayed appropriate to screen size (e.g. 4) - see attached 1.jpg
      5. Rotate the screen to portrait mode then back to landscape mode several times.

      EXPECTED:
      1 In landscape mode, the screen should show a suitable number of course tabs (same as the first time)
      2 In portrait mode, the screen should have the selected tab (Contents) visible

      Steps to reproduce:

      1. Increase the text size to largest in App Setting 
      2. Go to a course page (e.g. 'Digital literacy' course on school.moodledemo.net)
      3. Leave the first tab selected ('Contents')
      4. Use landscape mode and observe that a reasonable number of course tabs are displayed (e.g. 4) - see attached 1.jpg
      5. Rotate the screen to portrait mode then back to landscape mode several times.

      Problems:
      1. There are sometimes fewer tabs in landscape mode (e.g. 2) - see attached 2.jpg
      2. In portrait mode, even though you are looking at the first tab, sometimes the 3rd and 4th tabs are shown instead of the 1st and 2nd.

      Note: This has been reproduced on a real device as per screenshot, and also in Chrome using 800x400 responsive view. In Chrome I (sam) can only see the second problem.
