In-app notification for site admins when Push Notifications are not enabled for a site

      This issue only needs to be tested in 1 device.

      1. In web, login as admin in a site 3.8 or higher.
      2. Go to "Site administration > Messaging > Notification settings" and disable "Mobile".
      3. In the app, login as a student or teacher in the same site. Check that no warning is displayed about disabled notifications.
      4. Now login as admin in the same site. Check that you see a warning saying that mobile notifications are disabled.
      5. Click "Go to Settings" (without checking the "Don't show again" checkbox, we'll do it later). Check that the browser is opened and, after authenticating in there, it displays either:
        1. The page "Check and test push notification configuration" if the site is 3.11 or higher.
        2. The page "Notification settings" if the site is 3.8-3.10.
      6. In browser, enable Mobile notifications.
      7. In the app, restart the app or perform a logout/login as admin. Check that now the warning is not displayed.
      8. In web, disable Mobile notifications again.
      9. In the app, restart the app or perform a logout/login as admin. Check that the warning is displayed again.
      10. Mark the checkbox "Don't show again".
      11. Click the OK button. Check that the browser isn't opened now.
      12. Restart the app or perform a logout/login as admin. Check that now the warning is not displayed.

      We should encourage to enable Push Notifications (linking to the mobile notifications page that checks if they are enabled or not), maybe they are not even aware of that situation
