Enter into some sites with different versions: ie 3.7, 3.8, 3.10 and 4.0

On web, add Recently accessed courses and starred course to your dashboard.

Check you can correctly see both blocks and they are sorted the same way are in web.

Description

Courses are not correctly sorted on Starred courses block. And they don't match the website, we should use block_starredcourses_get_starred_courses the same way it's used on the recently accessed courses.

Use only the new WS if timemodified is not informed on courses (see ~~MDL-73084~~).

MDL-73084 WebService core_enrol_get_users_courses should return the timemodified field so the app can apply the same sortening for starred courses
