Kebab icon should be hidden if options menu is empty

      This issue only needs to be tested in 1 device.

      1. Login in master site as student.
      2. Open MM Dev Testing course. Check that you can see the top-right kebab button.
      3. Go to Participants tab. Check that the kebab button disappears.
      4. Click "Contents" tab again. Check that the kebab button appears again.

      In integration, tabbing through a course sections (participants, competencies, etc.) the kebab menu button is displayed but clicking it doesn't work. The reason seems to be that these pages don't have any options, so the button should be hidden.
