Hidden section not being shown on the arrow section navigation for students, revise if they should

How to reproduce it:

1. browser: as a teacher on a site 4.0, select on a course choose 'Hidden sections are shown as not available' (pex master > MM Dev)
2. app: log in as a student and go to that course, see that you see the hidden section on the course index (you can click on it, you will see the title of the section and 'No content available at the moment'). If you try to  access from the previous section (site plugin: certificates..), the arrow doesn't point to the hidden section but to the next visible section (activities with restrictions)
