Improve development settings usage

      In development environment, it should be possible to use `window.browser` to interact with development settings using an improved API. If dev tools are not activated, it's also possible to enable them setting the MoodleAppDevTools cookie or localStorage key.

      • For example, via the console you could execute: window.browser.setDevelopmentSetting("DBLoggingEnabled", true) to active DB logging

      Other values are: LoggingEnabled, DevTools and Config (with config overrides in json format)

      window.browser.clearDevelopmentSetting() could be used to disable the indicated setting

    Description

      There is a couple of development features that can be activated using cookies, however it seems like cookies don't work properly in iOS. An alternative solution would be to support using localStorage as well.
