Display Home tab if there is a site plugin to be display there

      Right now, if Site Home and Dashboard are disabled we don't display the Home tab. But it could happen that a site has a plugin to be displayed in Home, but they don't want Dashboard and Site Home to be displayed. In this case the Home tab should still be displayed.
