Empty box height is too high when used in split view

      Check on any device of your choice:

      1. Enter into Dev testing > forum > Empty forum
      2. Check empty message "There are no discussions..." is shown on the screen without margin at the top.

      When using core-empty-box in the left page of a split view, its height is too big. This can be reproduced in forum, e.g. in our master site > MM Dev Testing > Forum > Forum with visible groups, select the group "New group for Teacher Terry".
