Completion does not synchronise by itself (after being offline)

Hi,

There are several things (this has only detected by 'Mark as done' manually, I'd assume it is similar on any 

1. 'Mark as done' manually do not synchronise by itself (after being offline), even if 20min passed
2. PTR on the file resource doesn't seem to work (or at least it doesn't seem to refresh, and in any case it doesn't change anything)
3. Using the refresh (on the i icon) inside the file resource has an inconsistent behaviour (sometimes it doesn't seem to do anything)
4. On split view (at least iPad) the sync site method on settings doesn't work, neither does the site preferences (on profile)

To reproduce scenario 1 on one iOS and one Android device:

1. Navigate inside an activity with manual completion
2. Go offline
3. Click on mark as done
4. Check that you can see a check icon, a 'Done, and sync icon
5. Wait for more than 15min nothing, check that sync icon hasn't disappeared
