Assignment: message information regarding being able to edit a submission might be wrong (MINOR)

Hi,

In some cases when the user cannot edit a submission (because there is no edit button), they see the following message "You can edit your submission and submit it after the time limit has expired, but it will be marked as late."

Revised LMS and there is no edit button and no message, so we should not show this message
