Quiz - An offline activity cannot be used offline after submission

If a quiz is downloaded for offline use, it works properly and a submission cannot be made. Once the submission is synchronized, however, going back offline doesn't allow the quiz to be used offline any longer (for a subsequent attempt, for example).

(This also happened in 4.0.2, so it shouldn't be considered a regression)
