Share downloaded courses between logged in users

Have the ability to download a course with one user and then switch to another user and not have to download the course again and use more storage.

We have a use case where there are not enough devices in a school (with limited connectivity) for each child to use one and need the ability to switch logged in users and not have to download the courses again. We also would like to preload the courses on the devices in an area of good connectivity.
