Following the changes in ~~MDL-70586~~, the preview icon should be displayed only to users with capability to edit items or view reports.

We have a WS to retrieve capabilities for a particular feedback (mod_feedback_get_feedback_access_information), so this should be easy to implement.

MOBILE-4259 Feedback links don't work and autolinks aren't shown (neither on preview neither on answer mode)
