This issue only needs to be tested in 1 device.

Login as a student in any site.

Go to a quiz that has NOT been configured to work online.

In online, click to Start/Continue the attempt. Check that the questions load properly.

Go back to the quiz entry page.

Go offline.

Click to continue the attempt. Check that you see an error saying that you're offline and the error about activerulenames is not displayed.

Steps to reproduce:

As student starts an attempt in a quiz activity NOT configured to work offline
Exit the activity
Enable Airplane mode
Access again to the activity and try to continue the attempt to see the error displayed
