Support app routes via user generated links

This has been suggested by a client of a BMA:

Use case

• Admin adds a link via custom menu item to the App General settings so users can quickly change language

However, after doing an initial technical evaluation this is not something easy/feasible to do as it will require changes in core areas and intensive testing to avoid possible side-effects
