Some encoded links are not working properly on iOS

      This issue should be tested just in iOS devices.

      1. Go to LMS and create some links of different query param formats for example: json, plain text, etc. (Should be external links, avoid use app or site links)
      2. Open the app and try every link created. They should work properly.

      When an user creates a link with params encoded, we are decoding it unnecessarily before opening and iOS browsers cannot open these kind of links.

      For example:

      https://<domain>&foo={"bar": "foo"}
