Completion, comments and tags advanced features settings are not used to check the functionallity availability

      Test on one device of your choice:

      1. On any site, check if disabling comments, tags and completion using advanced features, disables the related features:
      2. On comments: See comments from activities like databas or glossary, comments block, blog comments.
      3. On completion: course completion tab, completion status and self completion blocks.
      4. On tags: Tags and blog tags blocks and tag menu item.
      5. Additional on blog: blog tags, blog recent and blog menu blocks.

      The Web Service core_webservice_get_siteinfo is returning those advanced settings (usetags, enablecompletion, usecomments) but our code is not using them to check if the functionality should be enabled or not on the app, this can cause some unnecessary WS calls in some cases.

      Same happens for competencies but it is being tracked at MOBILE-4497
