Update cordova-android to 13, and cordova-ios to 8 if released

      cordova-android latest version is 13 and we're currently using 12, we should update it.

      We're using the latest cordova-ios version right now (7.1.0), but it's possible that they release a new version during our release so we should update it too in that case.
