If a filename contains the percent sign, the iOS app fails to load the file, and gives the error message ENCODING_ERR

Replication steps:

1. create a simple Word file.  Save two copies, one with filename having a percent sign, and one without.
2. Upload both files in a course
3. As a student, connect to the course through the iOS app and try to see both files.

Work around: the instructor can rename the file to remove the percent sign
