Decide with settings/preferences are for specific sites or for the whole app

The settings option is currently displayed only when you are logged in a site, it contain different types of settings.

Some settings my affect the whole app, others specific sites and others should be available even if you are not able to connect to any site (language, debugging info?)

We should decide which settings are:

• Sites specific
• Global app
• Should be accesible without being logged
