Move plagiarism links to the top of the summary and full text outputs

      Create an assignment with plagiarism plugins turned on with the links visible to students and online text enabled.
      As a student, submit some long text to the assignment.
      View your submission, note that the plagiarism links exist at the top of the online text.
      View the submission as an instructor, note that the plagiarism links exist at the top of the text.

      The plagiarism text would be most beneficial being at the top of the text (see screenshots) due to its obscurity when the full text is being viewed. This is a minor fix and can be easily done in code.
