Difficult to cross reference users with their blind identities

      1. Ensure that Manager holds mod/assign:viewblinddetails and that Teacher does not
      2. Create an assignment in with Blind marking turned on
      3. Login as a teacher
      4. Check participant identifier only is displayed
      5. Login as Manager
      6. Check that both participant identifier and actual user details are visible

      The mod/assign:viewblinddetails added the ability for staff roles to see the actual user's identity in place of their blind participant number.

      There are cases when a user can be identified by their Participant number, but it is not possible to (if you hold this capability) to see the Participant number.

      It would be better if for users that hold the mod/assign:viewblinddetails capability that the real identity and the participant number were displayed
