Disable course sharing default, admin setting

      Hide
      1. Log in as admin.
      2. Go to Site administration > Advanced features
      3. Search for Enable course publishing
      4. Make sure the setting is present and disabled by default.
      5. Now, go to any course and click in the cog.
      6. Make sure the Share option is not available.
      7. Now go back to Site administration > Advanced features and enable that setting.
      8. Go to the course and click in the cog.
      9. Make sure the Share option is now available
      10. Go ahead and publish your course, it should work as expected.

      Description

      Every week, over 80% of courses shared to moodle.net have to be rejected because they are unsuitable e.g. they have no content, there is no way to create an account on the site, there is no way to enrol in the course etc. Often people even share the Introduction to Moodle course on free MoodleCloud sites. 
      Sifting through the courses to find those which are genuinely meant to be shared is time consuming. 
      It would be helpful to clarify the process so that it is much clearer when and how to share a course.
