Add an option to clear all applied filters in the grader report

Description

Currently a teacher can apply several filters in the grader report. However, there is no easy way of resetting/clearing the filters.

It would be good to have an option in the tertiary navigation area that would enable users to clear all (search, group, initials) filters.

Create a course with groups and users

Navigate to grader report
Select a first and last name in the initials filter and apply
Confirm you see the Clear all
On page reload, Confirm you no longer see the Clear all
Select a group in the group selector
Confirm you see the Clear all
On page reload, Confirm you no longer see the Clear all
Search for a user
Confirm you see the Clear all
On page reload, Confirm you no longer see the Clear all
Do all of the above without clearing between each step
Confirm you see the Clear all
On page reload, Confirm you no longer see the Clear all
