Add radio dropdown interaction to groupmode icon to the new activity card design

Hi, it seems there was a mix-up regarding the group mode description wordings. I've updated them in en_fix to the wordings provided by Julia:

Separate groups - Students are divided into groups and can only see their group's work.

Visible groups - Students are divided into groups, but can see the work of other groups.

Thanks for your contributions! This change is now available from the main moodle.git repository and will shortly be available on download.moodle.org.

I kinda misread the code. The pix_icon in the group mode menu options are okay since they have an empty string for the alt parameter.

However, for the menu button pix_icon itself, an alt parameter is passed. This means that mouse users will have to hover over the icon itself before they can see the tooltip and understand what the menu button is meant to do. This may pose difficulties for people with limited motor control. So it is recommended to have the tooltip display when hovering on the button that contains the icon. (There's a similar issue meant to address the usages of alt texts in pix_icon within interactive elements: https://moodle.atlassian.net/browse/MDL-72414#icft=MDL-72414)

In this case, I think we should ideally be passing an empty string instead for the pix_icon and then use the groupalt context data for the button's aria-label and title attributes.

I understand though that at the moment, the menu button is unable to accommodate this, so I think it's better to raise a separate issue to address this.
