The patch seems OK to me now. The only weird thing is that 'Use template' option in the tertiary navigation of the 'Questions' tab leads to 'Templates' tab. But as discussed internally with @Sabina Abellan from UX, I'm OK to push it forward, because that tertiary navigation would be improved and fixed in https://moodle.atlassian.net/browse/MDL-81742#icft=MDL-81742.

So I think this issue is ready for pushing and testing.
