Test 1

Tag several different things with different tags, use similar (but different) tags

As manager/admin go to Site administration>Appearance>Manage tags

Open "Default collections"

Check similar tags and press "Combine selected"

Make sure that now the things that you tagged link to one combined tag

Test 2

As manager/admin go to Site administration>Appearance>Manage tags

Try to rename the tag to another name that already exists

You should see a popup suggesting you to combine tags

Check that combining this way also works

Use case:

user1 tagged something with "Mathematic"
user2 tagged something else with "Mathematics"
manager should be able to specify that instances tagged with either of these two tags are actually tagged with the same thing

P.S. admin can set them as related but it does not help much
